William Lee Pineda, 59, San Marcos, Texas

William Lee "Willie" Pineda, Sr. 59, San Marcos, Texas passed away on Tuesday, December 27, 2011, at St. David's Medical Center in Austin. Willie was born on February 6, 1952, in San Marcos to Maria Villarreal Pineda and Fernando Pineda. He was a life long resident of San Marcos and worked at Texas State University in custodial services and finished his career as a steam engineer. Willie attended the H.L. Grant Student Catholic Center in San Marcos and was a wonderful, husband, father, grandfather and friend to most everyone who knew him. Survivors include his wife of twenty-five years, Yolanda Rodriguez Pineda of San Marcos; children, William Lee Pineda, Jr., Cassandra Jacqueline Pineda, Analicia Dominique Pineda and Matthew Gerald Pineda all of San Marcos; two grandchildren, Joshua Garrett Pineda and Ailea Lei Lopez; three brothers, Francisco Pineda, Juan Luis DeLeon both of San Marcos and Gerald David Bell of Harvey, Louisiana; three sisters, Alicia Pineda, Aracelis Flaten and Gregoria Jane Villalpando all of San Marcos; in-laws, Juan and Janie Rodriguez of Round Rock, Texas. A gathering of friends and family will take place from 4:00 p.m. until 6:30 p.m. Friday, December 30, 2011, at Thomason Funeral Home. A Rosary will be recited at 6:30 p.m. Friday with a Memorial Service to be conducted at 7:00 p.m. Visitation will continue until 9:00 p.m. Friday at the funeral home. (AP) ? Iowa's GOP presidential contest remains deeply unsettled, if not downright strange, five days before the Jan. 3 caucus.

Rep. Ron Paul, drawing big crowds, got a surprise endorsement Wednesday night from Rep. Michele Bachmann's now-former state chairman. Former Sen. Rick Santorum, who has languished for months, suddenly seems to have momentum, just as former House Speaker Newt Gingrich may be losing his.

And Mitt Romney, the former Massachusetts governor who began the campaign by de-emphasizing Iowa, might be poised to finish on top. He's striking an optimistic tone in the final days of the Iowa campaign.

"The spirit of enterprise, innovation, pioneering and can-do propelled our standard of living and economy past that of any other nation on earth," Romney says in a new ad he rolled out Thursday. "And in the campaign to come, the American ideals of economic freedom and opportunity need a clear and unapologetic defense. And I intend to make it because I have lived it."

His allies, too, are keeping the heat on his opponents.

The Restore Our Future super PAC, made up of Romney allies, rolled out a new ad that asks "Haven't we had enough mistakes?" and notes all the times when Newt Gingrich has said he had a lapse in judgment or acknowledged errors.

It's part of an unabashed push by Romney in Iowa as his rivals scramble to deny him huge momentum heading into the Jan. 10 primary in New Hampshire, his second home.

Paul, the 76-year-old libertarian-leaning Texan, drew about 500 people at the Iowa State fairgrounds in Ames late Wednesday. A group of Occupy activists tried to interrupt the rally, but that wasn't the main surprise.

State Sen. Kent Sorenson, who had campaigned a few hours earlier with Bachmann as a state chairman of her bid, announced he would support Paul instead.

Paul's anti-government appeal appears to tap into the desire of a frustrated electorate for profound change in an era of high unemployment and an economy that has only slowly recovered from the recession.

"In the last couple of weeks I fell into Ron Paul's camp," said Bob Colby, of Newton, who spent 21 years in the military and is a former employee of a now-shuttered Maytag plant in town.

Paul, who is airing TV ads hitting Romney and Gingrich, planned a town hall meeting Thursday in Perry, Iowa, plus stops in Atlantic and Council Bluffs.

There were other odd campaign notes Wednesday.

Two politically active pastors in Iowa's robust evangelical conservative movement disclosed an effort to persuade either Santorum or Bachmann to quit the race and endorse the other. "Otherwise, like-minded people will be divided and water down their impact," said Rev. Cary Gordon, a Sioux City minister and a leader among Iowa's social conservatives.

Neither candidate appeared interested.

Meanwhile, an ever more confident Romney scheduled stops Thursday in Cedar Falls, Mason City and Ames. He has air support: TV ads say he has the best chance to beat President Barack Obama in November.

Asked Wednesday about the prospects for back-to-back victories in Iowa and New Hampshire, Romney demurred. "I can't possibly allow myself to think in such optimistic terms," he said. "I just have to put my head down and battle as best I can."

Santorum seems to be gaining steam, according to a Time-CNN survey and some private polls. "We're very, very happy with the new numbers," he told reporters in Dubuque.

Acknowledging widespread voter anger in an age of high unemployment, Santorum told an audience Wednesday: "If you want to stick it to the man, don't vote for Ron Paul. That's not sticking it to anybody but the Republican Party."

Santorum, who planned events Thursday in the eastern Iowa towns of Coralville, Wilton, Muscatine and Davenport, says he believes his improved showing reflects voters' belief that he "can be trusted" and that "we've got a record to back it up."

He said in an appearance on NBC's "Today" show Thursday that he's the only one in the Republican field who "has a track record" of winning elections in states, like Pennsylvania, where it was necessary for GOP candidates to attract independents and Democrats.

Texas Gov. Rick Perry adjusted his position on abortion for a second straight day, telling reporters he would allow abortion if a woman's life were at risk. On Tuesday, he had told a pastor that he had undergone a "transformation" on abortion rights and now opposed the procedure in cases of rape or incest after having recently met a woman who said she was conceived by a rape.

Asked if a mother's life was the only instance when he would allow abortion, he was concise as he boarded his bus Wednesday: "That's correct."

Perry planned events Thursday in Washington, Cedar Rapids and Marshalltown.

Gingrich, who has suffered under a barrage of TV attack ads, also took aim at Paul. "I'm very uncomfortable with the idea that the commander in chief would think it was irrelevant to have an Iranian nuclear weapon," he said Wednesday.

Gingrich planned events Thursday in Sioux City, Storm Lake, Denison and Carroll.

Bachmann took aim Wednesday at her two rivals from Texas. She said Perry has spent "27 years as a political insider," and Paul would be "dangerous as president" because of his hands-off views on national security.

Bachmann scheduled events Thursday in Des Moines, Marshalltown and Nevada, Iowa.

What was the renewable energy story for India during 2011? (Friday 30th, Dec 2011)

High lights of the year 2011
? The Ministry of New and Renewable Energy has intensified the deployment of various renewable energy technologies in the country for grid connected power generation and to improve energy access in rural areas.

? In the recent competitive solar tariff bidding, the tariff quoted are 50% less than they were when the Jawaharlal Nehru National Solar Mission was launched just two years ago.

? Renewable power is now being extensively propagated and used to provide energy access to the remote, inaccessible and difficult areas of the country. During 2011 around 965 villages have been covered with solar lights and 30 villages have been covered with biomass gasifiers.

? The Ministry has undertaken an intensive exercise during the year to review its programmes through various working groups set up for preparation of the 12th Plan. The Ministry is envisaging a capacity addition of about 30,000 MW from renewable during the 12th Plan.

Major Achievements in 2011
The Year 2011 has seen a significant growth with a number of new initiatives in the renewable energy sector. The wind energy sector picked up momentum again by adding over 2800 MW capacity resulting in grid-connected renewable power capacity crossed the 22,000 MW milestone which is about 11% of the total power generation capacity of the country. During the year grid-connected solar power plants crossing the 100 MW milestone. In fact, SPV power plants of over 180 MW were set up in the country. Over 1000 remote villages were electrified through renewable energy systems during this year. Over 50 MW off-grid installations were completed. Another initiative of the Ministry was to launch a comprehensive project to popularize renewable energy systems in the Ladakh

Jawaharlal Nehru National Solar Mission
The Mission aims at adding 20,000 MW solar power capacity in the country by 2022. Implementation of the Phase ? I of the Mission started during the year. One of the target areas is promotion of grid-connected solar power in a big way with the objective to bring cost of solar power generation to grid parity levels. In this year 180 MW of grid-connected solar power projects have been commissioned in the country and this figure will cross 400 MW by the end of this financial year. Projects totaling 350 MW have been allotted in batch-II of phase?I in December,2011 through competitive bidding. The tariff quoted are amongst lowest tariffs anywhere in the World with an average Rs.8.77 per kWh and a bid lowest of Rs.7.49 per kWh. If compared with the tariffs of over Rs.18 per kWh at the start of the Mission, this is a reduction of more than 50%.

The Ministry is giving special focus on research in solar energy. 36 R&D projects in solar thermal and photovoltaic technologies are under implementation. A Centre for Solar Thermal Research has been set up at IIT Rajasthan, Jodhpur. Under R&D Projects sponsored to industries in public-private partnership mode, a 30 ton Solar air conditioning system using concentrating parabolic troughs and triple effect vapor absorption machine has been developed and demonstrated at Solar Energy Centre, MNRE. It is a stand-alone system for day time use and can take care of intermittent clouds through small storage. The system once tested for its satisfactory performance, could be useful for offices and institutions working during day time when solar radiation is also available. In another project, a State of the Art fully automatically tracked paraboloid dish of 90 sq. m. area has also been developed and demonstrated at Solar Energy Centre. The dish is expected to find good opportunity in industries for processed heat applications as it is installed on a pillar and the space below dish could be utilized for other purposes.

Grid Connected Renewable Power
A capacity addition of 3815 MW have been achieved during 2011 from various renewable energy sources. This includes 2827 MW from wind, 310 MW from small hydro, 498 MW from biomass and 180 MW from solar energy. With this, the total installed capacity from renewable has reached 22,447 MW.

Wind power is the fastest growing renewable energy option today. A total capacity of 15,880 MW of wind power has been installed in the country. The progress during the current year has been very good. A capacity of around 2827 MW has been installed during the year. It is expected that it will touch around 3500 MW upto March,2012. It would be a significant improvement as compared to figures of 1485, 1565 and 2350 MW in 2008-09, 2009-10, 2010-11 respectively. As per the recommendations of Working Group for 12th Plan, a target of 15,000 MW has been proposed for 12th Plan.

The Small hydro power programme in India is now by and large private investment driven. 24 States have announced their policies to invite private sector to set up SHP projects. Since SHP projects have reasonably good economic viability, a number of financial institutions and banks are ready to finance these projects. Accordingly, a major part of capacity addition and exploitation of SHP potential in future is expected from private sector projects. With a capacity addition of 310 MW during 2011, the total installed capacity from SHP projects is 3210 MW. The Ministry is also focusing on developing micro hydel projects and watermills for electrification of remote areas. As per the recommendations of Working Group for 12th Plan, a target of 2,100 MW has been proposed for 12th Plan.

The Biomass Power and Bagasse Co-generation Programme is implemented with the main objective of promoting technologies for optimum use of country?s biomass resources for grid power generation and maximizing power generation from bagasse produced in sugar mills. During 2011 a capacity of 498 MW have been added. The cumulative biomass power/bagasse cogeneration based power capacity has reached 3056 MW. During the year the Ministry has continued the existing scheme with two modification related to (a) Cogeneration projects through Build, Own, Operate, Transfer (BOOT) model in cooperative sugar mill (b) Boiler upgradation of cogeneration projects in cooperative sugar mills. A target of 2600 MW is proposed for the 12th Plan period.

Off - Grid Renewable Energy applications
Energy Access: Renewable power is now being extensively propagated and used to provide energy access to the remote, inaccessible and difficult areas of the country. Lakhs of solar lights, solar water heating systems ,biogas plants have been installed in the country and so far over 9000 remote villages have been illuminated through solar photovoltaic systems and biomass gasifiers

Biomass Gasifier: During the year, the Ministry has promoted multifaceted Biomass Gasifier with a view to utilize locally available surplus biomass resources such as rice husk, corn cab & stalks, arhar stalks, cotton stalks, small wood chips, other agro-residues available in surplus to meet the unmet demand of electricity for villages for lighting, water pumping and micro enterprises. In addition, it is promoting small biomass gasifier and combustion based power plants up to 2 MW capacities connected at the tail end of grid and captive power and thermal applications in rice mills and other industries. The Ministry is focusing on promoting rice husk based gasifier projects for decentralized and distributed power generation to provide unmet demand of electricity in villages.

During 2011, about 70 remote villages/hamlets of Bihar in District East Champaran, West Champaran, Muzaffarpur and Sitamarhi benefited by installation of about 25 rice husk based gasifier systems for distributed power generation based on a sustainable model. In addition, about 120 rice husk gasifier systems are under installation in various villages of Bihar. In addition, about 30 rice mills have installed rice husk gasifier systems retrofitted with existing diesel generating sets saving about 13 lakh liters of diesel annually and installation are underway in about 60 rice mills in different States. During the year, biomass gasifier based tail end grid connected projects of 1.20 MW in Gujarat and 500 kW in Tamil Nadu have been successfully installed.

Biogas : The National Biogas and Manure Management Programme of the Ministry mainly caters to setting up of family type biogas plants for meeting the cooking energy needs in rural areas of the country. During the year, about 45000 family type biogas plants have been installed. With this the cumulative installation of 4.44 million family type biogas plants, about 35.70% of the estimated potential has been realized so far. Apart from setting up family type biogas plants, the Ministry started a new initiative for demonstration of Integrated Technology package in entrepreneurial mode on medium size mixed feed Biogas-Fertilizer Plants (BGFP) for generation, purification/enrichment, bottling and piped distribution of biogas. 21 such projects with aggregate capacity of 37016 cum/day have been sanctioned, out of which 2 BGFP projects have been commissioned. Under Biogas based Distributed/Grid Power Generation Programme (BPGP) so far 158 projects have been commissioned with a total installed capacity of about 2 MW.

Remote Village Electrification: The Ministry is implementing Remote Village Electrification Programme for providing financial support for lighting/basic electrification through various renewable sources, to those remote unelectrified census villages and unelectrified hamlets of electrified census villages where grid extension is found not feasible by the State Governments and hence are not covered under the Rajiv Gandhi Gramin Vidyutikaran Yojna. The programme is implemented in States by the State notified implementing agencies. During the current year, 836 remote villages and hamlets have been completed.

Electrification/illumination of border Villages of Arunachal Pradesh: Implementation of the project for electrification/ illumination of border Villages of Arunachal Pradesh further progressed and out of 1058 villages, 726 villages have been illuminated / electrified. These include, 523 villages, where all households have been provided with solar home lighting systems and balance villages are given electricity from small / micro hydel projects. Further, work in 107 new micro/ small hydro projects is in progress. The project is being monitored by a Steering committee and is targeted to be completed by March, 2012.

Ladakh Renewable Energy Initiative: The Ministry has initiated the implementation of a Rs. 473 crore Special Project for the Ladakh region for large scale use of renewable energy systems in order to provide energy access and minimize use of diesel in the most difficult part of the country and thereby open the doors for coverage of other similar areas. Solar PV lights and solar water heating systems have been intensively promoted in the last one year and 28 villages and 78 institutions in the district stand covered through solar power plants with over 90% house hold coverage. 930 households are using solar water heaters even at sub-zero temperature for their hot water needs. Over 1800 green houses have also been constructed for growing vegetables.

Human Resource Development: In view of rapid growth of renewable energy sector in the country, Ministry has initiated the process to institutionalize the renewable energy education in the country to enable the existing educational institutions to introduce courses related to renewable energy in their regular curriculum. With this initiation, solar street lights, solar hot water systems and small hydro have already been incorporated in the two-year ITI syllabus. Course material for this has been developed and faculty of it is now being trained. In addition, State Renewable Energy Agencies are being supported to organize short-term training programmes for installation, operation and maintenance and repair of renewable energy systems in such places where intensive RE programme are being implemented. Renewable Energy Chairs have been established in IIT Roorkee and IIT Kharagpur.

National Solar Science Fellowship Programme has been launched and process for selection for the National Solar Science Fellows initiated. These efforts, while generating pool of trained manpower at all levels, will also create a system, under which the ensuing requirement of qualified and trained personnel will be met in future. Solar Energy Centre of the Ministry in collaboration with the Ministry of External Affairs has been providing training to participants from different developing countries.

Renewable Energy and Climate Change:
Renewable energy is central to climate change mitigation efforts. Broad estimates indicate that mitigation from existing renewable energy portfolio is equivalent to around 4-5% of total energy related emissions in the country. Further, the vast market potential and well-developed industrial, financing and business infrastructure, has made India a favorable destination for Clean Development Mechanism (CDM) projects, with renewable energy projects having the major share. National renewable energy plans offer ample opportunity for CDM projects and technological innovations.

India had 727 registered CDM projects, which is around 21% of worldwide registered projects. With 520 projects, renewable constitute around 72% Indian CDM registered projects. Within renewable, wind has the maximum number of 225 projects followed by hydro 82 and 6 for solar energy.

Directed by Martin Scorsese, GK Films, 2011. Starring Asa Butterfield, Chloe Moretz, Christopher Lee, Sacha Baron Cohen and Ben Kingsley. Genre: Adventure, Drama, Family. Question: What gives you purpose and makes you feel like you fit into the world? Well, we all have something, at least we should. Think about it. This is the message at the heart of Hugo and I think a pretty darn good one. It shouldn't matter if you are 12 or 72 years-old, we all need to feel like we belong, someplace where we know we serve a purpose or what's the meaning of it all, really? Yes, it's a pretty deep, philosophical thought for a movie that I thought was geared to kids primarily. However, my kids enjoyed the movie and I hope somewhere deep inside they understood what the movie was trying to convey. The story begins with a boy, an orphan, who lives in a train station in Paris in the 1930's. You find out why he is there with a few flashbacks but really the story revolves around another story line which is revealed much later in the film. The boy's name is Hugo and his adventure is to find his purpose or to make sure his purpose is real, but how he goes about that will remain a mystery in this review. There was a great surprise, well for me at least, as Hugo's story unfolded. I really want to say more but, as usual, don't want to spoil it for you. However, on the whole I found the storytelling to be a bit on the dull side. Not sure what happened with it but Hugo ran slow. Even with the part of the story line I really liked, it didn't suck me in as I think it could have. The movie was in 3D and the beginning was absolutely stunning with its effects. When the adventure part of this story was front and center the 3D was awesome. However, the majority of the movie was more of a drama and the 3D lost its luster; and soon I found it annoying to have to wear the glasses. I am not a huge fan of 3D movies, by the way, so for you fans out there I am positive you will enjoy that part of the movie. On a bright note: The boy who played Hugo was delightful, and he has the bluest eyes I have ever seen on a human being. I almost think they may have been digitally enhanced. Anyway, he did a great job on the whole, even though there were parts where the film-makers showed children behaving more like adults than children, and that happened here. I still think he did a good job as the lead character of a Scorsese film. Most children should enjoy this film and I recommend you take them to see Hugo. For adults, sadly, this was not one of Scorsese greatest films. My favorite part: The discovery of the message in the film. There is this great scene on a Paris bridge with Notre Dame in the background between the 2 children. A great line was spoken by Hugo. A great line! My least favorite: Sacha Baron Cohen, I am afraid to say. His character was too much of a caricature for me. China cuts 2012 rare earths export quota

(AP) ? China announced a cut Tuesday in its rare earths export quota as it tries to shore up sagging prices for the exotic metals used in mobile phones and other high-tech goods.

China accounts for 97 percent of rare earth output and its 2009 decision to curb exports while it builds up an industry to create products made with them alarmed foreign companies that depend on Chinese supplies.

In its latest quota, the Commerce Ministry said exporters will be allowed to sell 10,546 tons of rare earths in the first half of 2012. That is a 27 percent reduction from the quota for the first half of 2011.

China's export restrictions have strained relations with the United States the European Union, Japan and other governments that have called on Beijing to remove its curbs and make its intentions clear.

Despite production and expor curbs, rare earths prices in China have tumbled as U.S. and European economic woes dent demand for its exports. The government ordered its biggest producer to suspend output for a month in October to shore up prices.

But the restrictions have made rare earths much mor expensive abroad, giving Chinese makers of products that use them a price advantage and foreign manufacturers an incentive to shift operations to China.

In a sign of unusually weak demand, the Commerce Ministry said actual Chinese exports of rare earths in 2011 totaled 14,750 tons for the first 11 months of 2011 ? the equivalent of just 49 percent of the total annual quota.

In another possible move to tighten control over exports, the ministry's announcement Tuesday said only 11 companies will be allowed to sell abroad. That is down from 26 companies given licences for the first half of 2011.

Rare earths are 17 elements including cerium, dysprosium and lanthanum that are used in manufacturing flat-screen TVs, batteries for electric cars and wind turbines. They also used in some high-tech weapons.

The United States, Canada and Australia also have rare earths but stopped mining them in the 1990s as lower-cost Chinese ores flooded the market.

Surging demand has prompted ccompanies in Canada, California, India, Malaysia, Russia and other other countries to develop rare earths mines, some of which are expected to start producing by 2015.

Prices in China have fallen sharply since August, declining by 45 percent for neodymium oxide, by 33 percent for terbium oxide and by 31 percent for lanthanum oxide, according to Lynas Corp., an Australian rare earths producer.

Its figures showed an equally striking gap between prices in China and abroad, with lanthanum oxide costing triple the Chinese level on global markets, neodymium more than twice as much and terbium oxide near twice as much.

Iranians vow oil blockade, and world only shrugs

WASHINGTON - Amid a rising war of words between the United States and Iran over the Strait of Hormuz, U.S. and European officials saw no imminent threat Wednesday to the passageway through which some 40 percent of the world's seaborne oil travels daily.

Instead, they said, the latest Iranian threat to close the route reflected Tehran's anger at the U.S. pledge to impose sanctions on its nuclear program that for the first time directly target Iran's oil exports, the source of some 80 percent of its government revenue.

A European Union diplomat said that despite "a history of violating almost any international agreement," expectations were low that Iran would blockade the waterway at the mouth of the Persian Gulf.

And while such a blockade could lead to a confrontation with U.S. forces and disrupt the global economy, analysts expressed skepticism that Iran's navy had the capacity to shut down the strait for an extended period.

Amid the tensions, the diplomat said there was nevertheless a "pretty good prospect" that the 27-member EU, which imports some 25 percent of its petroleum supplies from Iran, will adopt an embargo on Iranian oil purchases next month.

The apparent trigger for the flare-up is defense funding legislation that President Barack Obama is preparing to sign.

It contains a provision that would allow the U.S. for the first time to penalize foreign banks that do business with Iran's Central Bank, the main conduit for payments for Iranian

oil.

The provision would substantially expand existing U.S. sanctions against Tehran. It is aimed at restricting funds for Iran's nuclear program, which the U.N. International Atomic Energy Agency last month reported may be secretly developing a nuclear warhead for a ballistic missile. Iran insists its nuclear program is for peaceful purposes.

The tensions began Tuesday when Iran's vice president, Mohammad Reza-Rahimi, said that if the West imposed sanctions on Iran's oil exports, "then even one drop of oil cannot flow from the Strait of Hormuz."

Then, on Wednesday, Iran's navy chief, Rear Adm. Habibollah Sayyari, said closing the strait "is very easy for Iranian naval forces. Iran has comprehensive control over the strategic waterway."

That prompted a response from the U.S. 5th Fleet, based in the Persian Gulf nation of Bahrain. The Navy said it was prepared to defend the key passageway, through which about 15 million barrels of oil pass daily.

"The free flow of goods and services through the Strait of Hormuz is vital to regional and global prosperity," Navy Lt. Rebecca Rebarich said. "Anyone who threatens to disrupt freedom of navigation in an international strait is clearly outside the community of nations; any disruption will not be tolerated."

At the Pentagon, officials said they were confident the Navy had adequate resources in the region to defend against any potential Iranian threat.

The USS John C. Stennis, a nuclear-powered aircraft carrier that leads a naval strike force, is operating in the northern Arabian Sea, having just completed providing air operations in Iraq.

A naval blockade is unlikely, as it would be considered an act of war by Iran against a far better U.S. naval fleet. Iran spends roughly $8 billion on its military compared with nearly $700 billion slated for next year's U.S. defense budget.

But Iran could employ less direct tactics such as placing mines in the strait, which the U.S. would have to find and disarm, a laborious process that could expose American ships to Iranian attack.

Iran also could use surface craft to harass oil tankers.

Moreover, Iran could respond to any confrontation with the United States through terrorist attacks on U.S. and other targets through its proxies, including Hezbollah, the militant Shiite Muslim movement that controls Lebanon's government.

Micah Zenko, an expert with the Council on Foreign Relations, said there is no scenario for which the U.S. has done more contingency planning than clearing an Iranian blockade of the strait because of its importance to global commerce.

"Iran simply could not close the Strait of Hormuz for any length of time," Zenko said.

Zenko noted that Iran has threatened for different reasons to blockade the Strait of Hormuz every year since 1980 but has never actually done so. However, it did attack shipping in the western Persian Gulf during the 1980-88 war with Iraq.

Hackers could shut down train lines: expert (Reuters)

BERLIN (Reuters) ? Hackers who have shut down websites by overwhelming them with Web traffic could use the same approach to shut down the computers that control train switching systems, a security expert said at a hacking conference in Berlin.

Stefan Katzenbeisser, professor at Technische Universit?t Darmstadt in Germany, said switching systems were at risk of "denial of service" attacks, which could cause long disruptions to rail services.

"Trains could not crash, but service could be disrupted for quite some time," Katzenbeisser told Reuters on the sidelines of the convention.

"Denial of service" campaigns are one of the simplest forms of cyber attack: hackers recruit large numbers of computers to overwhelm the targeted system with Internet traffic.

Hackers have used the approach to attack sites of government agencies around the world and sites of businesses.

Train switching systems, which enable trains to be guided from one track to another at a railway junction, have historically been separate from the online world, but communication between trains and switches is handled increasingly using wireless technology.

Katzenbeisser said GSM-R, a mobile technology used for trains, is more secure than the usual GSM, used in phones, against which security experts showed a new attack at the convention.

"Probably we will be safe on that side in coming years. The main problem I see is a process of changing ... keys. This will be a big issue in the future, how to manage these keys safely," Katzenbeisser said.

The software encryption 'keys', which are needed for securing the communication between trains and switching systems, are downloaded to physical media like USB sticks and then sent around for installing -- raising the risk of them ending up in the wrong hands.

A spitting incident sets off Israeli frustration with Jewish zealotry (The Christian Science Monitor)

Beit Shemesh, Israel ? The harassment of an 8-year-old girl by ultra-Orthodox Jews in the Jerusalem suburb of Beit Shemesh is shaking Israel?s self image to the core, stirring nationwide outrage about escalating religious zealotry and creeping public segregation of women.

For months, Na?ama Margolis and classmates at her school endured insults and spitting by the neighborhood's strict Orthodox Jews ? known in Hebrew as "Haredi,'' or God fearing ? who complain that they should dress more modestly. When their story was featured on a weekend news magazine several days ago, it ignited already simmering worry about efforts of the ultra-religious to exclude women in places like public buses or the army.

"I think the whole country needs to wake up ? that it?s not just a corner in Beit Shemesh,?? said Ailsa Coleman, a 42-year-old neighbor who volunteered to escort Margolis's classmates outside the school and was also spat on. "It?s happening everywhere."

In recent days there have been repeated clashes between ultra-Orthodox protesters and police and attacks on news crews in Beit Shemesh. Thousands of protesters gathered in the city with signs reading "Segregation of Women is my Red Line?? and warning of an Israeli theocracy.

The segregation reflects the Haredi minority's growing influence on Israel's politics and economy. Civil rights advocates and Beit Shemesh locals say that the government and law enforcement authorities have turned a blind eye, even though the examples of exclusion proliferate.

They point to special arrangements for ultra-Orthodox communities where women are relegated to the rear of the buses, have separate lines in eateries, and sit in health clinic waiting rooms that are divided by gender. There are also efforts to erase images of women from public billboards. Last week, a secular woman was heckled for riding in the front of one of the buses and pressured to move.

"This ties into whether we are democratic liberal state that protects women?s rights, or whether we?re not going to be a democracy in a future," said Einat Horovitz, a spokeswoman of the Religious Action Center, an Israeli nonprofit which challenged the bus segregation in Israel?s Supreme Court. "Politicians don?t realize that being a democracy isn?t only about the rule of the majority, its about protecting human rights and the rights of the minority, and this has escaped our politicians."

In Beit Shemesh, prominent signs calling for modest dress and excluding women from certain sidewalks near synagogues have been tolerated for years in the ultra-Orthodox neighborhood near the elementary school, which happens to serve a less strict group of Orthodox Jews. 

In a statement, the Haredi rabbis of Beit Shemesh insisted that even without the signs, ultra-Orthodox women would follow rules of modesty.

"It is for the honor toward women and the fact that Judaism orders the separation of men and women in the public sphere," the statement read, according to a transcript printed on the Ynet News website. It also asserted that the ultra-Orthodox wish to live in homogenous communities to allow them to pass on their way of life.

Since its inception, Israel has allowed ultra-Orthodox communities remain cut off from the mainstream, allowing them to set up autonomous school systems, granting them exemptions from compulsory military service, and providing them with subsidies so they can focus on religious study rather than joining the workforce. But their growing numbers ? their birthrate is much higher than the Israeli average ? have sparked worry about the ramifications for the Israeli economy and the influence on society.

Residents and officials said that Haredi community is taking out its frustration on the pupils because they wanted the school for their own children. In Beit Shemesh, there???s an ongoing turf battle between the ultra-Orthodox and the rest of the community for new building in the city. 

In response to the uproar, ultra Orthodox partners in Israel?s coalition accused Israel's secular media of a witch hunt against their community and accused Prime Minister Benjamin Netanyahu of selling out a loyal constituency for political convenience. Mr. Netanyahu?s said on Tuesday that segregation of women "contradicts traditional spirit of the Tanakh (Jewish scriptures, or Old Testament) and Judaism, and contradicts the democratic principles on which Israel was based."

Observers say that the uproar over segregation shows an enduring chasm between the ultra-Orthodox and the Israeli mainstream. 

"Modern society has broken a lot of barriers, and religious society has kept some of those barriers up," says Aaron Katsman, a financial advisor and former economic columnist the ultra-Orthodox newspaper Hamodia. "Both sides don?t know how to deal with each other. You have a meeting of two groups which have never spoken to each other, and never met each other, and neither side knows how to deal with it."

Algeria leaders have lost touch, risk anger: review (Reuters)

ALGIERS (Reuters) ? Algeria's leaders are out of touch with their people who are growing increasingly angry about unemployment, red tape and poor housing, said a senior official carrying out a presidential review of the country's economic and social woes.

"Demands for radical changes are huge. People want to see a new way of governance," Mohamed Seghir Babes told Reuters in an interview.

He did not say that Algeria could face the kind of uprisings seen this year in its neighbors Tunisia and Libya and across the Arab world.

But his language, and his warning over public anger, were unusually strong for an official linked to the government.

"People are still unhappy. They are still demanding jobs, houses, less bureaucracy and a better life," he said.

Algeria, an OPEC member and supplier of about a fifth of Europe's imported gas, did see some riots in early 2011. But they died down after President Abdelaziz Bouteflika used emergency funds to raise state wages and subsidies.

Bouteflika also ended 19 years of unpopular emergency law and ordered Babes to carry out a seven-month tour of the country to take stock of Algerians' expectations.

"President Bouteflika asked me to visit the country, speak to the people in particular those representing the civil society, and come back with an answer as to 'Why is it that Algerians are still unhappy despite billions of dollars invested in economic and social programs'," Babes said.

Babes, who heads the National Economic and Social Council (CNES), said he found Algerian leaders "have lost touch with the people ... We must reconnect with the people ... A radical change and deep reform are essential to restore the link with the population."

He said people were particularly angry with a Centralized decision-making system which often overlooked the needs of local communities.

"This has to change rapidly. People are fed up," he added, citing the government's low-income housing program as an example of an unpopular scheme.

"The design of an apartment built in the capital Algiers should be different from one built in the desert, but in Algeria there is no difference because everything is decided in the capital," he said.

Babes said unemployment among graduates was "important" but could not give a figure. Official figures put unemployment at 10 percent but independent sources say it is much higher especially among the youth.

Algeria has launched a five-year development plan worth $286 billion to revive the economy.

With $188 billion in foreign currency reserves and huge oil and gas wealth, Algeria's socialist-style economic policymakers have, to date, not made attracting foreign investment a priority.

There are two kinds of people in this world -- those who love Krispy Kreme doughnuts, and those who are wrong. For those in the former group, there's now a "Hot Light" app for Android. Using sophisticated doughnut technology, it triangulates your position relative to nearby Krispy Kreme eateries and then notifies you whether the "Hot Now" sign is on -- and it'll alert when you the switch is thrown.

It is simultaneously the most happy (for when that sweet, sweet notification comes in) and sad (light no blinky) Android app we've ever used.

(AP) ? Drew Brees closed in on the single-season record for yards passing with 230 in one half, and he completed a pair of touchdown passes to lift the New Orleans Saints to a 21-10 halftime lead over the Atlanta Falcons on Monday night.

Brees entered the third quarter needing 75 yards to break Dan Marino's 1984 record of 5,084 yards. His two touchdowns gave him 274 for his career, moving him one ahead of Joe Montana for 10th all-time. He is the first quarterback in NFL history to pass for over 5,000 yards twice ? he had 5,069 in 2008.

His first scoring pass went for 8 yards to Marques Colston and the second for 9 yards to Jimmy Graham. Graham's TD catch was his 10th of the season, a new franchise high for a tight end.

The Saints also had 306 total yards in the opening half, giving them 6,700 offensive yards for the season, breaking the 2008 club record of 6,571 yards. New Orleans continues to close in on the NFL-record 7,075 offensive yards in a season set by the 2000 St. Louis Rams.

Matt Ryan passed for 159 yards and one TD, a 21-yard scoring strike to Julio Jones that gave the Falcons a 10-7 lead late in the first quarter.

New Orleans responded with a 10-play, 81-yard scoring drive on which Brees completed four of six passes for 48 yards, the last three to Colston, who had six catches for 69 yards in the first half.

The Saints might have led by more if Brees' pass intended for Graham in the end zone had not been broken up by linebacker Curtis Lofton, and then batted in the air by safety William Moore before coming to rest in the arms of Dominique Franks for an interception.

New Orleans bounced back on its final drive of the second quarter, covering 80 yards in 10 plays and only 1:55, capped by the Graham's TD catch.

Both teams scored on all of their possessions in the opening quarter, with the Saints briefly pulling in front 7-3 on Pierre Thomas' 4-yard touchdown run, after which he pulled a bow from his uniform pants, put it on the football and offered it as a gift to a woman with a parasol in the front row behind the end zone.

The referees weren't cutting Thomas any slack on his Christmas-themed celebration, flagging him for a 15-yard unsportsmanlike conduct penalty.

The score capped an eight-play, 84-yard scoring drive on which Brees completed two passes for 49 yards.

The Saints entered the game needing only one victory to clinch the NFC South title, while Atlanta could remain in the hunt to defend its 2010 division crown with a win.

After Atlanta received the opening kickoff, Ryan completed five of his first six throws for 52 yards, including a 20-yard completion to Roddy White at the New Orleans 23. The Saints' defense stiffened there, however, forcing Atlanta to settle for Matt Bryant's 34-yard field goal and an early 3-0 lead.

The Saints responded immediately, with Brees hitting Lance Moore for a 38-yard gain on New Orleans' first play from scrimmage. The Saints then went to the running game, with Chris Ivory rushing one time for 11 yards and Thomas three times for 24 yards, including his short TD run.

Thomas' unsportsmanlike conduct penalty, enforced on the ensuing kickoff, was not terribly costly, as Eric Weems returned it to the Atlanta 28. More costly was the Saints' inability to slow down Ryan, who quickly found Jones for a 25-yard gain and White for 16 yards to set up the scoring pass to Jones.
